摘要

權利平等是聯合國的一項基本原則。『聯合國憲章』的序言重申「基本人權，人格尊嚴與價值，以及男女與大小各國平等權利之信念」爲組織的中心目標之一，也因此，秉承『聯合國憲章』的平等權利之理念，婦女議題與地位提升也成爲聯合國的中心議題之一。
依據『世界人權宣言』之「人生而平等的精神」，所有的人在尊嚴和權利應該都是一視同仁的。因此，提倡與落實性別平等也成爲聯合國工作的重心之一，從過去單純的要求消除歧視與平等參與整體社會機制的機會，包括教育、職場、政治等領域外，到現在進行的消除貧窮、對抗愛滋病、提昇婦女地位、性別主流化等，都顯示出聯合國所關心的婦女相關議題隨著不同時代需求，而有不同的關切點。本文簡述聯合國歷屆婦女會議後，簡短探討聯合國所推動的女性與權利相關議題後，就台灣性別平等發展作簡單的檢視，提出性別主流化下的台灣社會之展望。

Women's equal dignity and human rights as full human beings are enshrined in the basic instruments of most international community in the 21(superscript th) century. From the Charter of the United Nations' (UN) endorsement of the equal rights of men and women, to the Universal Declaration of Human Rights and the subsequent international treaties and declarations, the rights of women should be the center to a democratic society.
This paper highlights the UN's women's Conferences and the efforts of the international human rights system to mainstream gender and the human rights of women. It reveals the fighting for women's human rights is a struggle which recognizes the quality of a woman's contribution in every aspect of the community; shows practical and creative measures to realize the human rights of women-civil and political rights, economic, social and cultural rights and the right to development-are a priority for every part of the UN system as well as for many societies; outlines each conference's impact with recent developments as well as the challenges ahead; and finally, it discuss implication of related issues to Taiwan.
