台灣技職教育輸出越南之策略芻議

由於少子女化之危機，台灣部分的學校正面臨招生來源缺乏而致無法經營之窘境。是以，自2003年與越南簽定「台越雙方技職教育合作共識」以來，迄今在教育政策上仍努力執行擴大招收境外學生計畫，期藉以提高生源。然而，依據台灣人口遞減數據顯示，2016年後將嚴重影響到大專校院的招生人數，僅依賴境外生來台就讀，將是杯水車薪。基此，如何強化教育輸出，尤其是技職教育，將是未來技職校院得以審慎研議之策略方向。有鑒於近年來，越南在經濟上之快速發展，台商在越南之投資亦多，如何培養與經濟發展密切相關之技職人才，應是越南政府重視目標。因此，本文嘗試探討越南技職教育近年來之努力方向及其與國際合作之實際作為，藉以思考台灣技職教育輸出越南之可行策略。

Under the shadow of the low birthrate crisis, part of schools in Taiwan are facing short enrollment. One of routes to solve this problem is to enroll students from other countries. The cooperation memorandum between Taiwan and Vietnam was thus signed in 2003. Since then, the policy to attract international students to study in Taiwan has held. While the international students have increased, the numbers of local students diminish dramatically. Therefore, how to export our technological and vocational education to sustain the schools in Taiwan should be thought carefully. Viewing from the blossom of the economy in Vietnam and the large investment in the business enterprise by Taiwanese, the demand of skilled workforce is very high. Hence, this article analyzed the current policies of vocational education in Vietnam and provides the preliminary strategies for Taiwan to export technological and vocational education to Vietnam.
