新聞媒體在天然災難事件中的角色和影響力

不論是天然的地震、颱風、海嘯，還是人為的輻射外洩、恐怖攻擊或是戰爭，大規模的災難，除了會造成人類生命和財產的重大損失，也會受到公眾和媒體的注意。重大災難發生時，電視新聞仍是多數民眾使用的媒體，同時也是最信任的資訊來源。本研究希望透過文獻分析，了解大眾傳播媒體，特別電視新聞媒體在天然災難中的功能和影響力，包括災難整備期、災難應變期和災難復原期的角色；了解電視新聞的運作，以及和各政府救災機制和救難單位的互動；在社會建構的新聞框架下，新聞媒體機如何再現災難現實；以及如何利用媒體的傳播功能，減少災難對社會的衝擊。天然災難發生時，新聞媒體根據新聞來源報導，有時是官方消息來報導。但是災難發生後的混沌情境中，新聞媒體會扮演領先發掘問題的角色，會因為獨特原因（獨家新聞），而發動一波重要的新聞報導。當政府官員間意義建構的斷裂，媒體無法得到天災的充份訊息，會使媒體主動去發掘被認為模糊、不明確的訊息，並作為重大新聞來報導。新聞媒體的角色和功能，會隨著外部災難發展和內部新聞運作而變。重大災難的發生，也可能會是政府重大危機的開始。政府救災運作，應避免只以線性為主的災難系統思考。面對媒體，官方單位應設置所謂的「資訊沙皇」作為救災對口，向新聞媒體主動提供最新即時災情。防災中心應更主動和媒體建立災情通報管道。救災單位應重視傳播新思惟和新傳播科技的應用。

News media plays a critical role before, during and after natural disasters. Most people watch television news reports in the event of natural disaster. Television news is still their most credible information source. This study explores the news media's role and influence in nature disaster; the working process of news media, specially TV news, and the interaction among media, governmental agencies and rescue units; how the news media represents the social reality in the news framing; and how the news media applies its function to reduce the impact of natural disaster.
