運用作業風險管理來探討爆竹煙火工廠的危機管理

摘要

國內使用爆竹煙火的情形極為普遍，然而長期以來，由於民眾燃放爆竹造成的傷害、空氣污染、噪音，以及爆竹煙火在生產過程中，容易因操作、處理、或搬運不慎，產生嚴重的後果，造成每年傷亡情形居高不下，爆竹煙火原料購買容易，不須依賴複雜精密之機器設備製造，業者莫不大量生產以應需求。又因原料、產品具有先天不安全之危險，加上部分業者生產設備簡陋，安全設備缺乏以及產業無一標準的作業流程，再加上工作人員危機觀念的欠缺，導致製造過程中之危險性相對地增加。本研究使用作業風險管理（ORM）六大步驟找出爆竹作業流程可能發生的風險來加以預防，並針對每項重要危險因子加以分析規劃，以確保災害能降至最低之風險。

It is very popular to fire fireworks to celebrate various happiness or ceremonies in Taiwan. Due to the large demands of fireworks, the production of fireworks becomes a profitable business though it is quite dangerous. In application of ORM, we can find out the potential risks in firework manufacture, storage and transportation processes. As a result, the industries can manage this risk with a safer, more secure and effective method.
