美國電信關鍵基礎設施資安管制之探討

摘要

電信關鍵基礎設備進口議題日受重視，對我國電信通訊資安造成嚴重威脅，國家安全保護備受各方關注與質疑，政府至今仍無一套良善對策。鑑於美國等國家所建立的一些作法，本文將觀察電信關鍵基礎設備，藉由社會管制之概念，在國外所發生的問題與解決樣式分析與梳理，進一步提出結論與建議，供我國在未來管制國外電信關鍵基礎設備時之借鏡。

Abroad telecom network equipment of imports issue rising, poses a serious threat to nation's telecommunications capital, protection is concerned with questions of national security, and the Government has still not a good package of measures. Given the established practices in America and other countries, this article will observe the telecommunication network equipment's items, through the concept of social regulation, analysis of problems and solutions that have taken place in foreign countries, further reaching conclusions and recommendations for future regulation of abroad telecom network equipment to learn from.
