機關警衛防處聚眾活動作業風險評估之研究

摘要

本研究以內政部警政署保安警察第六總隊派駐行政院及立法院擔任機關警衛任務之員警為研究對象，探討機關警衛防處聚眾活動的作業風險評估。經由文獻探討及保六總隊防處聚眾活動標準作業流程（SOP）找出各階段共50項主要危險因子，再依據5M模式給予導因歸類。然後，我們利用問卷調查以及作業風險整合軟體（ORMIT）對這些危險因子進行風險評估。接續利用深度訪談針對這些高風險之危險因子，確定改善作法，進而探討機關警衛防處聚眾活動的方法。整體結果顯示，防處聚眾活動作業之預期風險及模擬實際風險皆有明顯降低，原始之平均風險等級由高度風險H-5級降低為輕度風險L-16級，而實際模擬執行風險控制後，平均風險等級也降低為輕度風險L-15級，控制效果顯著。

This paper investigates the risk assessment of job security at anti-mob activities for National Police Security Police Sixth corps of Ministry of Interior accredited to the Executive Yuan and the Legislative Yuan for guard duty. Through discussion Document and Paul VI Corps via anti-mob activities at the Standard Operating Procedures (SOP), we identify 50 major risk factors, based on giving inducements to categorize 5M modes. Then, we use questionnaires and Operational Risks Integrated Tools (ORMIT) to conduct a risk assessment of these risk factors. Following in-depth interviews for the high levels these risk factors, we identify solutions to improve practice, and then explore solutions security agencies at anti-mob activities. Overall results show both perceived risk and actual risk of are decreased. The average risk level from height H-5 to reduce to low L-16, while the actual simulation execution risk control, average risk rating also reduce to low L-15. The performance is significantly.
