摘要

台灣社會逐漸邁向高齡化以及家庭照顧功能逐漸式微，傳統上家庭在照顧老人的角色上面臨嚴重的挑戰，影響所及，尤其是身體功能不佳的年長者，將遭遇到照顧人力不足的窘境。許多專家學者對這問題的嚴重性，紛紛發表論述形成議題，進而促使政府重視這課題，而將「長期照護」納入重大施政之一。1998年行政院社會福利雅動委員會成立「建構長期照護體系先導計劃」小組，接著各縣市陸續成立「長期照護示範中心」，提供有需求的民眾一個可諮詢並可獲得協助的窗口，目前全台二十一縣市均設置「長期照護管理示範中心」，由此可見照顧需求的迫切性與政府介入的必要性。如何將服務供給面有效的引進需求者家中，提供服務前的評估工作十分重要。本文從長期照護需求評估的發展及現況分析，並以接受台北縣政府委託的仁濟療春院新莊分院團隊為例，探討專業團隊的評估在台灣建置的可行性，以提供政府建構完整性與綜合性的長期照護體系之參考。

The structure of population in Taiwan has been inclining toward advanced-age pattern, and the function of domestic care is gradually diminishing as well therefore the ailing seniors might not have enough care service to depend on. In view of this problem, many experts manage to claim that the government should take this issue seriously and make the ”long-term care” one of the fundamental policies. In 1988, the Social Welfare Promotion Council of Executive Yuan has established the team of the Guiding Program of Constructing the ”Long Term Care System”. and authorities of each counts, one after another, have set up ”Long Term Care Demonstration Center” to provide a window for consultation and assistance to the people who services need. All 21 counties in Taiwan have currently set up ”Long Term Care Management Demonstration Center”. hence the immediacy of living care requirement and the necessity of official intervention must be highlighted. It's very important to estimate how to introduce the service to families in demand. The development and status of estimate on long term care requirement has been analyzed in this article, in addition, the Shin-zhuang branch of Jen-Chi Psychiatric Hospital authorized by Taipei County Government has been set as an example to research the feasibility of establishing professional team to give the government a reference of constructing the complete and comprehensive system of long term care.
