從永續發展面向看歐盟汽車減排政策制定過程之爭議研究－以合法化過程為例

Study on Controversy over the Establishment Process of EU Car Emission Reduction Policy from the Perspective of Sustainable Development-Using the Legitimatization Process as an Example

摘要

全球暖化與氣候變遷日益嚴重，危害了後代子孫的生存，於是永續發展成為當前國際關注議題，因而各產業和產品紛紛被要求達到節能減碳。汽車是最貼近人民的產業，因它為人民帶來速度、便捷和自由，成為近代人類主要代步工具；更是影響國家經濟發展主要產業之一，如增加GDP、降低失業率等因素。然以石化為燃料之汽車所排放廢氣是造成溫室效應的原因之一，因此向來是環保先鋒的歐盟，率先世界各國制定了汽車二氧化碳減排政策，而在制定通過期間發生了很多爭議，如政策網絡的建置等問題，本文重要的發現：第一，永續發展與汽車工業及歐盟汽車減排政策之關聯性；第二，歐盟汽車減排政策將讓各國起而效尤成全球汽車工業發展的準則；第三，網絡關係治理模式成為日後歐盟甚至各國之新治理模式；第四，民主政治的發展對於全球化之議題成為日後制定政策重要過程，因此本文將解析相關議題，以作為政策制定借鏡。

Global warming and climatic changes are getting serious and have negative impact on the survival of future generations. Thus, sustainable development has become an important international issue and policies on energy saving and carbon reduction have been imposed on industries and product regulations. The automobile industry is close to people for it provides speed, convenience and freedom, and automobiles have become the main transportation means in modern times. It is one of the main industries that influence national economic development, including the increase of GDP and the reduction of unemployment rate.As waste gas emitted by automobiles with petrochemical fuels causes greenhouse effects, EU, an environmental pioneer, first established the policy for emission reduction of carbon dioxide for vehicles. There were disputes in the process, such as the construction of a policy network. The main findings of this study are as follows: (1) the relationship among sustainable development, the automobile industry and EU Car Emission Reduction Policy. (2) EU Car Emission Reduction Policy has become the model for the world and the guidelines for the automobile industries worldwide. (3) Network relation governance model is a new governance model for EU and even other countries. (4) The development of democratic politics in globalization becomes the important process for establishing future policies. Thus, this study analyzes the related issues as the examples for policy establishment.
