農業防災體系及農作物早期災害預警平臺

AGRICULTURAL DISASTER PREVENTION SYSTEM AND EARLY WARNING PLATFORM FOR CROP DISASTERS

摘要


農業是一個強烈受環境影響的產業。近年來,氣候變遷引起的極端天氣事件發生頻率增加,災害直接影響農作物生產和農產品的穩定供應,因此,農業防災體系的建立和強化是極需完成的工作。本研究整合氣象資訊及作物生育特性,分別依據平時、災前、災中及災後等階段制定相對應之防災策略,最終目標在強化農民自主性防災能力,藉以確保農民收益及降低農業災害。同時,強調推廣防災信息的機制,透過資訊平臺或APP等工具,提供精緻化氣象預報和早期災害預警資訊。本研究除介紹現有農業防災體系,並由跨領域合作建立農作物早期災害預警系統為案例,說明農業領域在災害管理上的具體成果。

Agriculture is the sector most vulnerable to climate change. In recent years, the frequency of extreme weather events caused by climate change has increased, and disasters have directly affected crop production and the stable supply of agricultural products. Therefore, effective agricultural disaster prevention systems must be established and strengthened. We integrated meteorological information and crop characteristics to develop disaster prevention strategies for predisaster, peridisaster, and postdisaster stages. The aim was to strengthen the autonomous disaster prevention capabilities of farmers to ensure their profitability and mitigate the impacts of crop disasters. Disaster prevention information should be disseminated through the provision of refined forecasts and early disaster warning information through information platforms and applications. In sum, this paper introduces an agricultural disaster prevention system applied to disaster management in the agricultural sector through cross-disciplinary cooperation to establish an early crop disaster warning system.
