在全球氣候變遷的背景下,藍色經濟被視為21世紀經濟成長的亮點。臺灣四面環海,擁有豐富海洋資源,為順應國際趨勢,已於2018年成立海洋委員會,2019年通過海洋基本法,並於2020年發布國家海洋政策白皮書,更在2023年立法院通過海洋產業發展條例,讓相關涉海部會確認了海洋產業的內容與範圍以及海洋產業產值的統計方法與估算,至此臺灣海洋產業的推動躍進了一大步。海洋產業涵蓋利用海洋資源與空間進行的生產及服務活動,海洋遊憩產業更是藍色經濟的重要部分。海洋遊憩產業指以海洋為中心或由海洋環境引發的遊憩活動,故屬於組合性產業,提供遊客實體環境及無形性的服務。因應海洋遊憩產業的特殊性與重要性、服務性產業的特性以及相關法規政策的敏感性,本文期透過分析國內外海洋遊憩產業概況,探討海洋產業發展條例公布施行後,當前海洋遊憩產業面臨的重要課題,並提出具體建議,旨為產、官、學、協、研各界在運用海洋產業資源上提供實用參考。也期望海洋產業發展條例這一部專法的施行,將可有效統整海洋產業政策,協調事務,強化前瞻性及符合永續發展的藍色經濟產業,讓臺灣可以在人類活動與海洋互利共生的基礎上,創造海洋遊憩產業巨大的經濟與社會效益。
Amid global climate change, the Blue Economy has emerged as a highlight of 21st-century economic growth. Surrounded by the sea and endowed with abundant marine resources, Taiwan has proactively aligned with international trends. 2018, Taiwan established the Ocean Affairs Council, which was followed by the enactment of the Basic Ocean Law in 2019 and the National Ocean Policy White Paper in 2020. In 2023, the Legislative Yuan passed the Ocean Industries Development Act, which delineates the content and scope of marine industries and establishes methods for value estimation and statistical assessment. This represents a significant leap forward in promoting Taiwan's marine industries. The marine industry encompasses various production and service activities that utilize marine resources and space. Within this framework, the marine recreation industry is a crucial component of the Blue Economy, focusing on recreational activities centered around or derived from the marine environment. As a composite industry, it provides both tangible environments and intangible services to tourists. Given the unique characteristics and importance of the marine recreation industry and its nature as a service industry, it is susceptible to regulatory policies. This paper aims to analyze the current state of the domestic and international marine recreation industry, examining the key challenges faced in the wake of the implementation of the Ocean Industries Development Act. Additionally, it offers specific recommendations to industry, government, academia, associations, and research sectors for effectively utilizing marine industry resources. Implementing this specialized law will streamline marine industry policies, coordinate affairs, and strengthen forward-looking and sustainable development within the Blue Economy. It is anticipated that this will enable Taiwan to create significant economic and social benefits from the marine recreation industry based on the mutually beneficial coexistence of human activities and the marine environment.
