當我們「同在一起」：旗艦競爭型計畫之社區組織結盟歷程探討

摘要

本研究以組織結盟的觀點，探討內政部福利化社區旗艦競爭型計畫（以下簡稱旗艦計畫）中社區組織的合作互動過程，呈現社區組織在結盟歷程之重要現象，並藉以檢視社區組織結盟觀點的意涵，形成實務與觀點的對話。研究場域爲某縣市參與旗艦計畫之七個社區中的相關組織，以質化研究方法，透過深度訪談與參與觀察進行資料收集，包括從社區組織領導者、專案經理人、區公所承辦人及公部門主管單位人員等人員之訪談，相關會議文件之彙整以及研究者實際參與相關活動記錄等進行整理與分析。本研究結果分別爲：(1)爲什麼是我們在一起；(2)有你，有我，有我們的磨合；(3)變是唯一的不變。並據此提出(1)旗艦社區組織走出了什麼樣的結盟風貌；(2)只能意會不能言傳的關係結盟等兩點討論及建議。

Based on the perspective of organization coalition, this study discusses the coalition process between community organizations in a flagship community project. This is a qualitative research and uses literature review, in-depth interview and observation to collect data. The participants include the leaders of community organizations in seven organizations, case managers, the civil servants and directors in the city District Office, and participant observation in several organizations.The findings in this research are, (1) why we have to work together? (2) the running-in needs you and me (3) the only unchanged thing in cooperation is change. According to the research results, this study provides two discussions and suggestions, which are (1) the real view after the organization cooperation in a flagship community project, (2) the relationship in the organization coalition only can access by perceiving not discussing.
