摘要

本文透過文獻分析法從社區體育的意義，探討中國城市社區體育的沿革、社會背景及發展現況，並獲得結論如下：一、中國城市社區體育是經濟體制改革、社會體育改革、體育社會化、城市社區建設等因素影響下的產物。在宏觀社會發展因素下已逐步形成具有中國特色的官僚型與矩陣型相結合的管理體制。二、中國城市社區體育打破行業隸屬關係，整合轄區單位體育資源，就近、就便開展體育活動的特性，已成為推廣群眾體育的重要基地。也為政府加速制定政策法規及配套文件提供了基礎。各級人民政府在依法行政、依法治體原則下完成社區體育建設工作。三、中國城市社區體育發展與宏觀社會發展及政府的社區體育工作重點具有高度的一致性。形成各級政府制訂社區體育發展計畫，提供充足的場地資源，由各個中介組織開展社區體育活動的良性運行機制。並在全體單位和居民的廣泛參與下，促進了城市社區體育的蓬勃發展。

This article discusses from the significance of community sports to development, community background, and current promotion status with the literature analytic method, and obtains the following conclusions: 1.community sports are a production influenced by development of economy systems, development of community sports, sport socializations, and urban community build. The community sports are combined by Chinese characteristic, bureaucratic and matrix management systems under the general community development factors. 2. The Chinese city community sports break profession subordination relations, integrate the area of jurisdiction unit sports resources, and carry out the sports at convenience of the characteristic. The Chinese city community sports has become the most important base in promotion of the populace sports, also it has provided the foundation for the government to accelerative making policies, laws, regulations, and the necessary documents. All levels of government in the administration and legally governs under the principle to complete the community sports construction work. 3. The Chinese city community sports development, the macroscopic social development and government's community sports work point have high consistence. They make all levels of governments to draw up the community sports development plans, provide the sufficient location resources, and carry out the community sports by each intermediary organization of the adequate operational mechanism. In all units and dwellers widespread participation, they also promote the city community sports vigorous development.
