「公務人員特種考試一般警察人員考試錄取人員」基層警察工作認知分析

摘要


基層警察工作具高度危險性、不確定性、辛勞性,如何招募年輕、體力佳及可塑性高之適任人員,實為人力招募的主要課題。一位青年,若經由「公務人員特種考試一般警察人員考試四等考試」錄取,入臺灣警察專科學校培訓,則可以百分之百地確定,他(她)將來必定成為「基層警察人員」;故理論上應該對「基層警察工作」的認知非常清楚-否則為何要做這樣的職業選擇?鑑於該班期結業學員分發後,各界檢討渠等適任性時,多責由警專承擔,則渠等對基層警察工作的認知,自然是應予探究的重要議題。本研究為一「政策分析研究」-擬針對「公務人員特種考試一般警察人員考試錄取人員」對基層警察工作的「工作認知」此一特定的政策問題,進行「政策問題的診斷」。鑑於臺灣地區警察人員的進用制度正在通盤檢討中,期能藉由本研究所獲得的資訊,進行「政策倡導」,提供作為未來制度變革政策辯論的重要參考依據。

Police officers are civil services of our country. Employed through Civil Service Special Examination: Police Officers after passed in accordance with the relative laws. "How should recruit and select the newly police officers?" become the problems in the process of the reformations of our police administration which involved sphere are considerable wide. Any reformation will largely affect the human resource development of future police organization. The research is a impact evaluation research of qualified national examination cadets. Which comprehends interview with the training classes staffs, questionnaire investigation from cadets, teach-in with scholars and professionals. We Expected from those information to policy advocacy and suggestion of human resources recruitment and election of police officers. And we can also design the future training classes by way of this research.
