As the missions and duties of the police service are primarily executed and accomplished at the station level, the head officer at the police station thus performs a decisive role in determining the success and failure of the entry-level organization of the police. However, issues regarding talent shortage of the head officer at the police station, especially at the Taipei City Police Department, have successively occurred over the past few years. Apparently, talent cliff has become an issue that deserves close attention. This article puts forward the preliminary analysis on three aspects concerning the current selection system, workplace environment and the mentality of the police officer in an attempt to identify the root cause of the aforesaid issues, and presents countermeasures in relation to the respective aspect for relevant authorities' reference when formulating personnel policy.
