從青年失業淺談新北市非典型勞動概況

A Brief Talk on the Atypical Labor in New Taipei City from the Unemployment of Youth

摘要


在全球化經濟分工的趨勢下,企業得以透過彈性化的人力資源,快速調整人力調度、控制勞動成本及重整工作組織,以因應全球產品市場週期縮短、消費市場多元化及景氣的枯榮變動,此轉變意味著非典型工作型態2在就業市場所占的比率提升,這類的工作型態更成為民眾及政府所關心的議題。本文先從全國失業率著眼,同時比較世界各主要國家青年3失業情形,再從工作型態觀察目前新北市非典型勞動力概況,期以分析結果,供公部門及民間推動勞動相關政策之參考。

Under the trend of globalized economic division of labor, enterprises have been able to adjust their labor dispatch, control labor costs and reorganize their work organizations through flexible human resources. In response to the shortening of global product market cycles, the diversification of consumer markets and the prosperity and prosperity of the economy, This shift means that the percentage of atypical jobs in the job market has increased. Such types of jobs have become topics of public and government concern. In this paper, we focus on the unemployment rate of the whole country, compare the unemployment situation of young people in major countries in the world, and then look at the present situation of atypical labor force in New Taipei City from the working style to analyze the results for the reference of public sector and non-government promotion of labor-related policies.
