摘要

都會網絡治理的發展必須在永續發展及全觀型治理的架構下關切「不同層次」、「不同部門」的互動與聯繫，因此經常會造成責任難以確定、無法釐清課責的內容，都會政府一旦遭遇阻礙或困境時，常會陷入無法繼續推進甚至退化的現象。釐清各不同行動者間的「權責」，是推動都會治理過程中最主要的一個議題。為了建立都會網絡治理課責的架構，本研究分別從「結構（制度）」、「管理（工具）」及「互動」等三個面向進行分析，採用了包括文獻探討、焦點團體座談、德爾非法研究方法等，建構了都會網絡治理課責的基本指標、架構與基本內容等相關資料。同時，為了將此種經由文獻資料、學者、專家的研究、對話、討論所建構出來的都會網絡治理課責內容，運用到實際的都會網絡治理脈絡中，針對台中市有關社團、民間團體的主要負責人進行問卷調查，希望能夠藉著廣泛的問卷調查，蒐集、累積更多樣化的資料，轉化成為都會網絡治理課責的具體指標、架構與內容，強化公共課責能力，並提升公共決策與服務品質。

Based upon the sustainable development and holistic governance research framework, urban governance must emphasize the interaction among different vertical levels of government and the coordination among different horizontal departments of government as well. Under such complex circumstance, accountability will become a disputable issue and it will also be hard to identify who should be responsible for in the boundary-blurred situation. Therefore, network accountability is a critical, decisive factor which is related to the successful governance of urban government. This research intends to construct urban network governance accountability indicators from structure(institution), management(instrument), and interaction perspectives. Furthermore, three research methods- literature review, focus group interview and Delphi- have been adopted to established urban governance research framework and associated indicator system. A questionnaire has been designed according to the accountability indicator system, and mailed to major interest groups located in Taichung city for the purpose of data collection. Most of the accountability indicators have been supported by the findings of the questionnaire.
