教育活動委外與東道國的勞動市場-探究外籍學生的影響

Education activities outsourcing and labor markets in host countries: Exploring foreign student effects

摘要


近年來,OECD國家多數有外籍學生人數逐年倍增的趨勢,台灣亦然。根據教育部統計數據,境外學生在台留學或研習人數由2006年的26,488人倍增到2011年的55,463人。所謂他山之石可以攻錯,為了解外籍學生對於台灣帶動市場可能造成的影響,以作為台灣未來相關政策制定的參考。本主利用OECD公布的數據及Pearson相關係數,以教育活動委外的觀點,研究亞洲各國外籍學生對於東道國勞動市場就業機會的影響。本文發現,或許因為東道國歷史背景、教育政策與移民政策各異,亞洲各國外籍學生對許各國勞動市場的影響力及影響時機並不相同。

The number of foreign students has grown in many OECD countries as well as in Taiwan. Based on the statistics reported by Taiwan's Ministry of Education, the number of foreign students in Taiwan was 26,488 in 2006 and 55,463 in 2011. Quigley and Lizelle (20 11) asserted education activities are outsourced due to global environmental changes. A country may outsource its education abroad to reduce its education expenditures and provide its students international experiences. Therefore, getting education overseas is equalized when a country outsources education. With OECD statistics and Pearson coefficient, the effects of foreign students on labor markets in host countries were studied. The results indicated that the effects were varied across countries and over time.
