民營化公營事業之國家檔案審選－應用政治經濟學方法之初探

摘要

近年來由於國家公營事業民營化步伐之加快，民營化公營事業國家檔案的審選徵集亦隨之刻不容緩。在顧及資源有限之情況下，如何在浩瀚紙海中選取適宜作為國家檔案的企業檔案，厥為一大挑戰。本文以政治經濟學的研究方法，發展出一套可用為公營事業國家檔案評選標準之概念。重點在於：應設法理解這些公營事業所在之社會政經環境背景歷史，藉以辨識國家及其他政治行為者，在不同時期，對公管事業所欲達成的功能需求。經由這些理解與辨識，可協助擬定個別公營事業之徵集策略，以利於設定審選順序與後續檔案移轉時之資源配置。

As the pace of privatization of Taiwan's state-owned enterprises (SOEs) accelerating in the recent years, the action of transferring records of the SOEs to National Archives should be taken as soon as possible. And how to sort out the valuable data among enormous amount of SOE records for the future use is the major challenge. This article serves as a general guide which is developed by application of political economics research methodology. By exploring the social context in which each SOE survived to identify the political economic functions SOEs carried out in different period of history, systematic selection criteria, which sets priorities and allots resources, could be established to sort out SOE records qualified for National Archives in the transferring process.
