摘要

本文主要探討地方治理逐漸演進的一個發展趨勢，即網絡治理對於地方事務的功能與影響。網絡治理意味著許多社會行動者共同參與治理的過程，這些行動者包括政府機構、企業、利益團體、社區、和民間組織等所產生的運作機制，進行公私部門的協調以及政策的討論、擬定與執行；在制度失靈，國家無力回應地方發展的需求時，它如何透過公私部門組織之間利益和資源的協調，強化公共政策制定和執行的效率。本文首先從治理的概念分析開始，接著從治理的理論基礎之中，探討地方政府到地方治理的演變，最後探討網絡治理的特質，以及分析網絡具有的功能與限制。

An important increasingly trend of the local governance arena considers policymaking now shaped to a kind of ”network governance” influencing in local affairs. This model involves that there are social multiple actors collaboration mechanism for processes of governance that are engaged in negotiating in public-private sector and coordinating and implement public policies complex domains, including authorities, business, interest groups, communities, and citizens organization. Based on the analysis here, we examine that the resources coordination between public sector and private sector and dialect of policy so as to enhance efficiency of policymaking and implement while institution and state fail to respond local needs. This paper first attempts to clarify governance notion and following examine such an exercise pattern in the current local context through theory base of governance. Moreover, we seek to identify the disposition of the networks governance that contribute governing local affairs, and analyze its function and limitation.
