執政決策協調會議初探：兼與陳水扁政府黨政關係比較

摘要

本文初探執政決策協調會議的過程與決策，與理論對話；並從更廣泛的人事及法案角度判斷該會議的特點。與陳水扁政府經驗比較，執政決策協調會議也是「黨政合一」性質的會議，性質上都是體制外會議，蔡英文總統權力優勢，也兼任黨主席。執政決策協調會議涵蓋地方的直轄市長，是該會議的最大特點。本文特別指出，蔡英文總統的人事決策權威，明顯比陳水扁總統高；同時也該重視其法案的主導範圍。不過，施政民調明顯下滑，對於該會議及後續成效，有不良的影響。其他政治菁英及派系，自然容易對蔡英文總統的執政進行挑戰。目前，總統與立法院、新潮流派系立委的關係；一例一休案、《前瞻基礎建設計畫》案及公務員年金改革案，是黨政關係中的主要焦點。

This article is to discuss the processes of governed policy decision coordination meeting preliminarily, and the dialogue between making policy and theory; the distinguishing feature of the meeting will be judged from the more widespread personnel matter and bill angle. Compared with the experience of President Shui-bian Chen's party and government relations. The meeting, its character is beyond the system, Ing-wen Tsai President has the advantage power and also hold the concurrent position of DPP Chairmen. The main distinguishing feature of this governed policy decision coordination meeting is that the participates are to include the mayors of DPP ruling municipality. This article is pointed out specially that President Tsai's personnel authority is higher than the former President Chen obviously, and she should attach importance to the leading ranger of her bills. But the obvious administrative opinion poll fall is harmful., influence for this meeting and following effects. Other political elites and party faction will challenge President Tsai's administration naturally and easily. Now, the relationship among President, Legislative Yuan, the legislators of New Tide faction, on fixed day off and one flexible rest day policy, the Forward-looking Infrastructure Development Program and civil servants pension reform case will be the main focus of the relations between party and government.
