摘要

本文觀察1990年代初期美國國會議員推動台灣加入聯合國的過程，並就2008年台灣入聯公投經驗進行反思。早期，海外台灣獨立人士較早倡議台灣人民自決與公民投票等論述，但以台灣名義，藉由公民投票加入聯合國的倡議與運動，則是1990年代初期才具體形成，並很快形成美國國會議員的支持與相關決議案。本文並反思2008年的入聯公投，發現過程中遇到困境，美國行政機關也加以反對。前者指政黨對立因素影響投票率與最終結果，後者指美國行政機關指責台灣擬藉此走向獨立，這兩者是入聯公投最終失敗的主因。這表明，美國國會議員的決議案，仍無法支持台灣加入聯合國。後續，台灣爭取擴展國際空間時，可以先思考改革公民投票的過程，並爭取美國行政機關的支持。

This article is to observe the process on the U.S. congressmen promoted that Taiwan Joined the United Nations in the early 1990s, and reflected the Taiwan's experiences of plebiscite for United Nations in 2008. The men who claimed the Taiwan independence initiative the discourses on self-determination and plebiscite in 1970s; but until 1990s, the formation of claim and movement on Taiwan for United Nations by plebiscite, and U.S. Congressmen had supported and made resolutions. This article also reflects on Taiwan's experiences of plebiscite for United Nations in 2008, and discovers the dilemmas. Including the party oppositions influenced the vote rate and final result, and U.S. administrative agency accuses the plebiscite for United Nations means Taiwan independence. This article finds that U.S. Congress resolutions do not promote Taiwan for United Nations. It could make progress on reform plebiscite process and strive for the supports of U.S. administrative agency.
