金融社會工作運用在發展性社會工作策略可行性探討

摘要

近些年來，尤其是2008金融海嘯之後，經濟全球化所造成的各國貧窮、失業，以及財富分配不均等各類問題的叢生。儘管社會工作及社會福利在此議題上有著相關的對策和方法，但似乎並不能發揮其有效功能。以社會救助而言，雖能減少貧窮問題的惡化，卻無助於財富不均現象的降低，因此如何應用有效的工具或方法確實值得思考。發展性社會工作的起源，雖來自於傳統南北世界對峙的概念，尤其是其對於南方世界普遍的貧窮現象，確實有其相當程度的效用。而在發展性社會工作的策略方法中，包含資產累積、微型貸款、微型創業及社會企業等概念和方法，確實對於傳統以非經濟性的思考為解題的社會工作方法，帶動某些刺激和影響。此等也被視為在面對前述金融海嘯後所造成的問題，提供另一套因應的思維和對策。不過對於上述發展性社會工作的各種策略方法，卻牽涉到社會工作本身需要具備對於金融財務及理財知識的了解，而此等對傳統社會工作教育而言，卻是相當的欠缺。然近些年來，在美國掀起了所謂金融社會工作的概念，其原意乃是希望訓練社會工作員具備金融財務及理財的相關知識和技術，以協助案主處理其各種債務和經濟上的問題。儘管此等概念在美國的發展尚未普及，但其內在的思維及方法卻與發展性社會工作所需要具備的知識條件相互契合，倘若要推動發展性的社會工作，可能社會工作員需要具備金融社會工作的相關教育與訓練，才能夠發揮有效的助人專業。本文的目的即在探討金融社會工作與發展社會工作的關聯性及其推展的可行性，尤其是在我國的環境和條件中，是否有需要思考和商榷的事項值得重視和注意。

After the 2008 financial crisis, world full of the problem like poverty, unemployment, and unequal distribution of wealth and other clusters of various issues which origin from economic globalization. Although social work and social welfare have the relevant strategies and methods on this issue, but it does not seem to play its effective functioning. In terms of social assistance, although able to reduce the deterioration of the poverty problem, but no help to reduce wealth inequality. Therefore how to apply effective tools or methods really worth considering. The origin of Development social work, came from the traditional concept of confrontation between the North and the South. The development social work In dealing with the poverty in the South, does have its considerable degree of effectiveness. In the tactical approach of the development social work, including the concepts of asset accumulation, micro-loan, micro-entrepreneurs and social enterprise. Indeed, applying the economic thinking to solving the problem of the social work, led to certain stimuli and influence. The above solution provide the new thinking in against of financial crisis. For a variety of developmental social policy method described above, involves social work itself requires financial and financial literacy for financial knowledge, and such traditional social work education is concerned, it is quite lacking. However, in recent years, in the United States set off a so-called concept of financial social work, its original intent but hope training social workers with relevant knowledge and technology in Finance to assist case main deal with its various debt and the economy problem. Despite these conceptual development in the United States is not yet universal, but its internal thinking and methods with the development of social workers need to have knowledge of the conditions of mutual fit, if you want to promote the development of social work, social workers may need to work with the financial community related education and training, to be able to play an effective helping profession. The purpose of this paper is to explore the relevance and feasibility of financial social work and the development social work, especially in the Taiwan's environment and conditions, whether there is need to think about and discuss the matter worthy of attention and attention.
