In Taiwan, there are numerous English and Foreign Language Departments. They are in universities as well as in technology universities and colleges. Either basic translation or interpretation courses are taught in these departments. Yet, many relevant scholars and teachers strongly acknowledge the students' weak English and Chinese abilities. They wonder how the students could accurately complete general translation work that they will have to face after one or more years of basic training. This is not to mention professional translation. This study attempts to set the role and goal for the basic English-Chinese translation teaching by means of the hypothesis and its proof. Incorrect English sentence cuttings, incorrect transfer and restructuring of Chinese modifiers & modified are the major blind spots. In conclusion, this study tries to propose a three-win strategy to enhance translation, English and Chinese abilities.
