二十世紀末台灣締造閃亮的經濟奇蹟,成為亞洲四小龍之一背後有很多因素,其中最重要的原因是有充足且廉價的電力供應。台灣電力事業的發展始於日治時期,戰後國民政府接收在既有的基礎上大加建設才有今日的成果。本文所使用的史料,則是台灣甚為少見的《台電勵進月刊》。透過對於它的研究,發現1947至1948年實為台電發展的關鍵階段。在總經理劉晉鈺的領導下,台灣人與外省人努力維持供電的穩定。可是劉晉鈺本人死於白色恐怖,戰後有很長一段時間,國民黨宣傳台電的發展是外省技術官僚的貢獻,這使得前述二項重要的史實不欲人知。如果說《台電勵進月刊》在史料上有任何價值,即是凸顯這一段空白的歷史。
At the end of the twentieth century, Taiwan created a miracle of brilliant economy and became one of Four Asian Tigers. There were many factors behind it and the most notable one was having sufficient electricity supply at a low price. The development of the electric power industry in Taiwan started in the Japanese colonial period and the achievement we see today was attained by further development on the basis of Japanese built infrastructure after the Nationalist government took over. I studied the rarely seen publication "Taiwan Power Company Li-Chin Monthly Journal". It was discovered that Taiwan Power Company had rapidly developed from 1947 to 1948. Under the leadership of General Manager Chin-Yu Liu, Taiwanese people and Mainlanders ( Out-of-province) endeavored to maintain continued stable electricity supply. However, Chin-Yu Liu was killed in the period of White Terror and KMT had propagandized that Mainlander ( Out-of-province ) official technicians had contributed largely to the Taiwan electric industry development. This led to the two above-mentioned historical facts being hidden and largely unknown to the public to this day. If someone asked me what the value of this material "Taiwan Power Company Li-Chin Monthly Journal" is, I would say that it uncovers gaps in Taiwanese history.
