福建省連江縣海洋運動發展策略之研究
Developmental Strategy of Marine Sports in Lien Chiang County, Fujian Province, ROC
摘要
近年來多項海洋運動被列入奧運比賽項目，引起政府的高度重視。臺灣離島地區因爲天然條件，爲發展海洋運動的適宜地點。因此，調查適合的資源、導入適當海洋運動、擬訂發展策略，對臺灣成爲海洋國家而言其重要不可言喻。本研究承行政院體育委員會之委託，進行連江地區海洋運動的發展策略之探索，經過研究發現連江地區：1.海洋運動資源豐富但缺乏開發；2.尚需導入適當的運動項目；3.基礎設施不足；4.人才培育計畫闕如等問題。而針對這些問題，本研究建議體委會及當地政府方面應該：1.與當地或鄰近學校課程配合，加強人才之培育；2.提撥經費充實海洋運動資訊中心、訓練中心；3.輔導專業人才與旅遊業結合，以海洋套裝行程模式推廣；4.發展重點項目。

Recently the marine sports are important to Taiwan government because they wee recognized for Olympic Games. Taiwan is good for the marine sports development for its good natural environment. Therefore, it is important to conduct a survey searching for appropriate resources and developing proper strategies for introducing proper marine sports to Taiwanese. This study, supported by the Sports Affairs Council, Executive Yuan, Taiwan, was to develop marine sports strategies for Lien Chiang County, Fujian Province, ROC. The findings of this research is as follows: 1. There were un-developed resources for marine sports, 2. Appropriate marine sports needed to be introduced to Lien Chiang, 3. Deficiency of infra-structures, 4. Deficiency of the human resources plan. To solve the above problems, this study suggests that Sports Affairs Council, Executive Yuan and Lien Chiang County Government can 1. aggressively develop its human resources by cooperating with local or neighboring schools, 2. offer abundant budget for improving the marine sports information center and training center, 3. promoting package tour by the cooperation of local professionals and travel agents, 4. develop some key marine sport。
