台灣口腔衛生師法的認知與探討
Perception and Assessment of Taiwan's Oral Hygienic Legislation
摘要
口腔衛生師在歐美及亞洲各國間發展歷史已達數十年之久，然而在國內，口腔衛生師一職因角色定位、工作項目晦暗不清及尚未通過立法， 國內目前對於口腔衛生師（Ora l Hygienist）相關研究也是極為有限，加上沒有工會與社團能夠給予相關資源，因此，口腔衛生師一職在工作內容、工時、薪資和升遷等問題自然也沒有明確規範，反觀國際在歐美及亞洲各國之間，對於口腔衛生醫療政策及照護系統上的規劃，早已明訂對口腔衛生師的培育、訓練、執業、管理等相關法律規範，而我國牙科醫療照護體系目前仍無口腔衛生師之相關法令規章， 在面對國內人口高齡化、醫療費用上漲及醫療資源有限的困境時，醫療照護觀念也由傳統疾病治療轉向健康維護，患者對於醫療品質意識也逐漸抬頭。國內牙醫界目前對於口腔衛生師需求與存在的問題一直有著許多不同的意見與看法，害怕因此剝奪牙醫師的工作權，也擔心造成「密醫」的出現， 對於口腔衛生師投入牙科醫療作業行列，顯得是既期待又怕受傷書。這幾年一直有相關人士在極力呼籲應盡早對口腔衛生師定位與規範，但截至目前為止卻仍是只聞樓梯聲、不見人下來的情況。醫療事業是一個高度專業的服務業， 在面對變化莫測的醫療環境，結合牙科各層級力量，發展經營策略，積極解決問題，開發牙科新境界更是牙醫界必須面對的重要課題。口腔衛生師在國內一直無法給予明確角色定位，致使功能難以發揮，造成牙科醫療團隊的效率和品質受到限制，口腔保健活動也難以推展， 無法有效提供病患、更品質及便利的醫療服務， 遂而引發本文探討的動機， 主要在探討國內口腔衛生師進行推動立法十年來未能順利通過立法重點歸納。

Oral Hygienist has played an important role in oral hygiene cave for decades in the world,especially in America, Canada, Japan and Europe. However it is quite vague about the position oforal hygienist and the low is not yet passed by the Legislative Yuan. Wben the again populationincrease and high quality of medical care in necessary, Bureau of National Health Insurance must load to heavy cost. Dentists in Taiwan have a lot of different opinions in the topic of oral health. Most dentists hope oral hygienist can help them and share their heavy load, but some of them woπy about the economical benefits will be shared.lt is necessary to c1ear the rule of work of oral hygienist in Taiwan and let general public know the oral hygienist is very important in oral the work.Medical treatment is a highly professional service. Dentists need a power team to do a great job for people's oral health. Oral Hygienists is to assist dentists and promote public oral health.ln this study, we concluded the role of oral hygienists in dental medical term and showed anexample about extra economical benefits with oral hygienist participation in addition, we listedthe point of essentiality of oral hygienic legislation in Taiwan.
