華僑與公民身分:以1990年代台灣菲律賓華僑為例

摘要


本文以研究者協助培力的台灣菲律賓華僑社群為焦點社群,以行動研究為方法,透過解決其身分困境為探究起點,回顧兩岸僑務政治歷史,並剖析在冷戰前後國際政治結構下,台灣當局政治變遷與國境管控利益的盤算下,這群菲律賓華僑從擁有公民身分的「華僑公民」淪為只有一半身分的「無戶籍國民」;接著他們透過公民身分的倡議與協商,再度重新取得公民身分。台灣菲律賓華僑群體提供了公民身分變動的實際案例,也提供新的面向來理解全球化氛圍下的人們穿越國界的移動行為與身分認同。

The present study focuses on a community of Pilipino Chinese who live at the bottom of Taiwan’s society after the 1990s. By means of Action Research, the author as an activist is recalling the cross-strait political history of Overseas Chinese affairs before and after the cold war and to show how it examine under the political interests of the Taiwan authorities to exercise border controls. And this group of Chinese Overseas from the Philippines ends up with 100% “citizenship” but only half of their citizen rights. It also records how they regain their full citizenship through a series of protests and negotiations with the authorities. The Pilipino Chinese in Taiwan represent a showcase for the study of the changing citizenship in the political changes in the citizenship case, enable one to examine migrations under the globalization movement.
