結合價值工程與TRIZ於浮動碼頭之研究-以小三通浮動碼頭為例

摘要


金門地區豐富之觀光資源,隨著小三通旅客逐年增加,2015年旅客量已達176萬人次,因應持續成長的旅客數,2016-2018年間將投資20億興建水頭客運中心及其附屬浮動碼頭;在島際交通方面,大膽島、二膽島已由軍方移交金門縣政府,刻正規劃浮動碼頭設施;另在開拓遊艇觀光產業,目前亦規劃新建遊艇基地,上述相關碼頭設施將陸續興建。因此,在未來10年間,碼頭港埠設施,將有不同型式與規模之興建,以符合地區發展之需。有鑒於金門地區有花崗岩地層與高低起伏的地形、平均潮差4公尺的水文條件,浮動碼頭在施工上均為極大的挑戰,為提供更高品質更低成本的碼頭設施,本研究案結合價值工程與萃智系統性創新概念(TRIZ)於浮動碼頭之研究以小三通浮動碼頭為例,參考已完成工程,研析浮動碼頭所得到的研究成果可節省約新台幣2300萬元,節省達到原費用8200萬元的28%,對於爾後興建浮動碼頭之設計、成本分析及價值工程研析做為參考案例。

This thesis combined Value Engineering and TRIZ to study the floating dock ,case in Kinmen floating dock , due to the rich tourism resources of Kinmen, visitors increases every year, passenger volume in 2014 reached 1.51 million , in response to sustained growing number of passengers , 2014 - 2017 will build the international terminal; invest 2 billion NT dollars, in the inter-island transport, some islands handed over Kinmen County Government (2014.06.30)from military; other blocks in pioneering yacht, The Government is currently planning new yacht base, the correlation terminal facilities will be gradually built. Therefore, in the next 10 years, the construction will have to build different types and scale to meet the need to develop the region. Kinmen area has a special granite formations, undulating terrain, the average tidal range 4 meters hydrological conditions, etc., in the construction of floating docks are a great challenge, to provide higher quality and more cost-dock facilities, this Reference case study projects have been completed, with the concept of VE and TRIZ, The research results can save about NT 23 million, saving 28% of the original cost of NT 82 million, and analysis of the floating dock of the research results obtained can be used as future reference for the construction of a floating dock.
