探討居家服務員職場學習能力與服務績效之研究

A Study of Workplace Learning Competency and Performance for Caregivers in Home Service

摘要


我國居家型老人福利服務中的主要服務輸送者是居家服務員,這類實務工作者是接觸長者的第一線專業工作夥伴,其工作繁重、需高度責任感與耐心,但待遇不佳、社會地位不高,且流動率居高不下。有鑑於國內老化速度急遽,維持居家服務品質的關鍵因素是照顧服務員之人力素質與發展,故本研究聚焦於提供居家服務之照顧服務人力供需平衡議題、運用職場學習理論探討服務績效與該人力資源發展之關聯性。研究目的有:(1)比較提供居家服務之照顧服務人力供需情況;(2)上述照顧服務人力的職場學習角色與學習能力;(3)探究上述照顧服務人力的職場學習能力與其服務績效之關聯性。本研究採用調查研究法,透過文獻探討、實地訪談與問卷調查等程序進行資料之收集。調查訪查之有效樣本數為407位照顧服務員,研究工具參酌Rothwell發展之「評鑑職場學習能力」結構式問卷,並訪談30位居家服務督導員進行問卷內容檢視與修整意見提供,本研究採用敘述統計、變異數分析、卡方檢定與相關分析等統計分析方法進行資料分析,研究結論有:(1)居家服務員參與教育訓練踴躍,大多數以機構內外部在職教育訓練課程為主;(2)居服員最常扮演環境知覺者角色,且最能勝任尊重案主、誠實坦白與準時完成任務之學習能力;(3)職場學習能力與服務績效具低度關連性,引發探討訓練移轉成效與開設課程質量之議題。

The major in-home service provider in senior citizens welfare service in Taiwan is care giver. Although they should be responsible, very patient indeed, and always work hard, their benefits are so poor, lower social status and higher turnover rate. With the speeding of aging in Taiwan, the key factor for the quality of in-home service is the human resource development. This study focuses on the supply-and-demand balance of care givers, and the association between workplace learning competencies and the service performance. The objectives of this study includes: (1) to analyze the demand and supply of care givers in home service; (2) to discuss the workplace leaning roles and competencies played by practitioners in this workplace; (3) to explore the association between workplace learning competencies and service performance. This study adopts descriptive method, collecting information through literature review, interview, and questionnaires. The valid samples are 407 practitioners employed in home service, and 30 supervisors checked the survey questionnaire for correction of goodness. The structured questionnaire instrument refers to "assessment of workplace learning competency" to conduct empirical analysis and discussion developed by Rothwell. The statistics analysis is carried out with descriptive statistics, ANOVA, Chi-square analysis, and correlation analysis.
