Pacific Alliance-MERCOSUR: On the way to Convergence? Not on the short run

摘要

The appearance of the Pacific Alliance (PA) in 2011 represented an alternative to the existing regional organizations in Latin America. The PA emerged as a regional organization based on openness to new members and free trade. The PA quickly became a dynamic actor which contrasted with the MERCOSUR lack of progress. The previously described situation stimulated the thoughts of the scholarship in Latin America. An increasing number of scholars imagined potential scenarios where the PA and the MERCOSUR could work together. In this paper I will demonstrate that a scenario where the PA and the MERCOSUR work together is far from happening any time soon. The members' interests of both MERCOSUR and PA prevent a closer cooperation between both organizations. In addition, the political situation in Argentina and Brazil work as an impediment to a MERCOSUR-PA deal. Finally, goals and methods of PA and MERCOSUR work as a barrier to inter-organization cooperation.
