地方後勤網絡：山城多樣化園藝農業的社會基礎與交換網絡
The Logistics Networks: The Social Foundations and Exchange Networks of Shan-Cheng Diversity Horticultural Agricultures
摘要
本研究希望澄清山城多樣化園藝農業地方後勤網絡的功能、特質與侷限，以探討小農耕作方式如何鑲嵌於地方社會之中，豐富我們對於台灣小農經濟的認識與想像。我們的田野調查結果顯示，山城農民絕非處於原子化狀態的孤立生產者，農業實作過程十分仰賴地方性的資訊、知識、技術、資金、信貸、資材與工具等交換網絡，地方社會的社會、經濟與文化性質因此一定程度上形塑了這個地區的農業方式與耕作風格。聚焦於山城農業變遷的經驗案例，本研究試圖分析自1960至1980年代台灣農業危機以來，山城地區的農業資材行如何填補了傳統農民合作組織的資材供應與技術輔導等功能，在五鄉鎮範圍內編織出一種利益與人情交織的地方後勤網絡，刺激了多樣化園藝農業的發展。本研究希望指出，「地方後勤網絡」可能有助於回答「小農為何沒消失」的經典農政問題，尤其解釋台灣小農經濟何以具有如此頑強的彈性、韌性與創造力，以及山城如何可能發展出充滿活力的多樣化園藝農業。

This research hopes to clarify the functions, characteristics and limitations of the local logistics networks of diversified horticultural agriculture in Shan-Cheng, in order to explore how peasant family farming are embedded in local societies, and broaden our understanding and imagination of Taiwan's peasant economy. Our field survey results show that farmers in Shan-Cheng are not isolated producers. The agricultural practice process relies on local exchange networks of information, knowledge, technology, capital, credit, materials, and tools. The social, economic, and cultural characteristics of the local societies have therefore shaped the way of agriculture and farming styles of this region to a certain extent. Focusing on the empirical cases of Shan-Cheng's agricultural changes, this study attempts to analyze how agricultural supply hops in Shan-Cheng has filled the technical extension and guidance function of traditional farmer cooperative organizations since the agricultural crisis in Taiwan from the 1960s to the 1980s. A local logistics network intertwined with interests and human sentiments was woven inside, which stimulated the development of diverse horticultural agriculture. This study hopes to point out that the ＂local logistics networks＂ may help answer the classic agrarian question of ＂why did peasant not disappear＂, to explain the flexibility, resilience, and creativity of Taiwan's peasant economy, and how Shan-Cheng can develop diverse horticulture agriculture.
