摘要

There is a mismatch paradox in grassroots social governance, that is, the marginalization of the advanced organizational power of the political party and the normalization of the general inefficiency of governance. This is caused by the separation of grassroots political party construction and social governance in practice. The grassroots society is the field where the political parties are directly connected with the broad masses of the people. The handling of grassroots social affairs is crucial to enhancing the legitimacy of political parties. Leading grassroots social governance with the construction of grassroots political parties, and promoting each other, which is of great significance to the handling of grassroots social affairs. At present, all parts of the mainland are advancing grassroots practices in which political parties lead governance. In the process of model exploration, problems such as unclear boundary of activities, difficulties in real operations, and high operating costs have arisen. It is necessary for political parties to appear in the process of model exploration. Problems such as clearing, realistic operational difficulties, and high operating costs require political party construction and guidance, and are resolved through realistic paths such as substantive empowerment, interest coordination, and tool optimization. In this model, it is necessary to grasp that the people-centered is the central concept, the construction of dynamic service mechanism is the key element, and the size and quality of governance subject is the core variable. Leading grassroots social governance with the construction of grassroots political parties is an innovative exploration of the grassroots governance modernization practice path in the grassroots political field, and also has reference significance for the modernization of state governance.
