利用地理資訊技術輔助灌溉圖籍管理之研究

Management of Irrigation Spatial Data by Using GIS

摘要


農田水利會爲經營灌溉管理工作必須保存及維持大量的資料。傳統上,地圖爲最常使用之處理空間資訊的工具,但其無法有效的與相關計畫及其他資料庫整合運用。在現存資料庫中,可由臺灣省糧食局取得農地坵塊圖檔,亦有許多不同比例尺之相關資料庫,均可整合彙整於灌溉排水系統中,成為發展GIS之資料庫基礎。本研究以地理資訊系統之ArcView與Borland Delphi程式,利用使用者介面工具充分擴展了使用者介面功能,使得不熟悉GIS者亦能很容易的操作使用。本先導性之研究强調觀念之印證,是否能利用GIS發展灌槪管理系統,限於時間及經費,只選定了北基水利會之一部分爲測試區,結果證實的確有效可行。

A huge amount of data are maintained at the irrigation association for the purpose of managing irrigation water system. Traditionally, maps are the basic tool as to handle spatial related data, but it can't be used efficiently when joint with the application programs and other data bases. Existing databases can be obtained from source as Cadastre from Taiwan Provincial Food Bureau, and many other types of data are also available from various sources at different scales, all compiled into irrigation-drainage system. These data provide the foundation for GIS based resource analyses. This research used the GIS ArcView software combined with Borland Delphi program and an user interface was developed. Taking advantage of advancements in user-interface tools, enhanced software capabilities can providea user interface that is easier for people who do not have GIS training to use. This pilot study focused on proof-of-concept to address if and how a GIs could be used in an irrigation spatial data management framework. The constraints of time and money required that we address only a portion of the Bei-Gee irrigation association's region. However, the pilot study have been proven the application of GIS to irrigation spatial data management is feasible and efficient.
