應用隨機成本邊界法探討台灣公路客運業技術效率

公路客運的經營環境從原本的獨占逐漸發展到成多家廠商營運的現況，不僅營運上競爭家數增加，同時要面對外部事件所造成的影響，如92年的SARS事件、95年的國道客運價格調整、96年台灣高鐵參與以及原油價格隨著能源短缺而逐漸上漲等事件發生，因此如何將成本的效益提高則成為相當重要的課題。本研究以90至97年台灣地區公路客運公司為研究對象，依照資料年期可分為平衡資料與非平衡資料，以探討不同資料類型對於三種函數型態之適用性，另外則運用公路客運業營運路線別差異做為廠商特性變數，分別是國道客運、公路客運與市區客運。本研究採用兩種隨機成本邊界模式並比較兩模式之校估結果，藉此了解何種模式最能貼近樣本資料。由模式Ι與模式Π之最佳模式校估結果顯示其廠商異質性變數是為顯著且正向之關係，因此公路客運公司經營國道客運、公路客運與市區客運三類路線皆能使公司的經營績效產生正向影響。本研究所收集公路客運公司的營運路線別顯著存在異質性，如果以營運路線別個別作分析將可得到更加準確之結果並瞭解各路線別之營運特性。在平衡資料與非平衡資料中，勞動價格彈性值明顯高於其他要素價格；相較於其他要素價格的變動，當勞動薪資提高對於成本所帶來的影響是最大的。有關於各路線別成本項資料，建議政府可強制公路客運業者提供，一方面可使公路客運公司作為營運決策的修正，另一方面可使政府掌握各家公路客運公司營運現況，為民眾帶來更優質的大眾運輸環境。

This paper applies stochastic cost frontier to investigate the technical efficiency of bus companies in Taiwan. Data including sixty-three bus firms from 2001 to 2008 are used herein. Since the data of bus firms are not available for all eight years, balanced (35 companies) and unbalanced panel data (63 companies) are used to estimate models. Two types of models, model I and model II are estimated to account for different effects, such as inefficiency and heterogeneity, respectively. Different function forms, CD, Translog, and CES, are specified in both models. One firm-specific variable included in both modes is operation types of companies, highway-oriented, intercity-oriented or city-oriented companies. The best function forms, in terms of likelihood ratio tests, in both models show that heterogeneity is positive and statistically significant. The elasticity analyses indicate that labor price is the highest than other input variables. It reveals that the increase in labor price results in a larger increase in total cost. The results also suggest that highway bus firms shall provide individual route cost data to the government, in order for the highway bus firms to correct their operation policy in one hand, and for the government to monitor operations of highway bus firms on the other hand.
