兵制比較之研究-以三軍聯訓基地為例

摘要


國防是一個國家安全最重要的後盾,因此,兵役制度人員來源及部隊訓練問題成為最重要課題,我們可以藉由國防部報告書及四年期國防總檢討內容瞭解,目前國軍以募兵制為主。然而在執行募兵制期間,囿於國軍招募成效不力,人員數量未達預期成效,導致國軍各部隊產生嚴重缺員情形,在人力吃緊狀況下,國軍訓練及裝備使用上產生許多問題與窘境,故如果募兵制政策持續執行不佳未改善,部隊將無法正常執行各項任務,迫使著國防戰力嚴重每況愈下的情形,缺員兵力導致部隊訓練便是部隊最大問題所在。本研究目的係因兵制政策改變因素,藉以了解三軍聯訓基地目前部隊訓練趨勢及狀況,部隊缺員執行訓練上問題所在,是否影響戰力之隱憂。 本研究採用訪談法,藉由在單位服役超過 4 年以上軍士官兵幹部收集資料,以三軍聯訓基地為研究樣本,利用訪談官兵資料藉以分析研究,找出問題並適時給予建議。 本研究結果重點係在部隊缺員不足情況下,部隊如何有效克服訓練問題及未來所面臨趨勢之挑戰。

In order to understand the current trend and status of military training at the tri-service joint training base, Troops lacking personnel to perform training problems. Whether it will affect the hidden worry of combat power.This research uses the interview method. Data collected by officers and soldiers who have served in the unit for more than 4 years. Taking the joint training base of the three armed forces as the research sample. Using interviewed officers and soldiers to analyze and study. Identify problems and give timely advice.The findings of this study focus on under-strength situations. How troops can effectively overcome training issues and the challenges of future trends. In order to achieve the goal of "annihilating the enemy on the beach", this study adopts a quality study, designed to conduct interviews with professionals by designing a semi-structured questionnaire, and summarizes the interview results to analyze the combat environment and threats faced by the Army’s field air defense forces. Only by seeking countermeasures and tactical application to defeat the enemy, can we effectively cooperate with the ground forces and carry out homeland defense.
