本文的目的:衡量包括台灣在內全球前30大紙漿與紙生產國在1991-2000年間的生產力。本文利用非參數邊界法計算Malmquist生產力指數,並將指數分解成技術變動與效率變動。實證結果顯示全球紙漿暨造紙工業的生產力年增率以韓國的-0.9%最低,而以加拿大與日本的2.4%最高。北歐的芬蘭、挪威、瑞典則有1.4%至1.6%的表現。台灣紙漿暨造紙工業的生產力年增率達1.4%,較大多數的新興經濟國家為優。結果亦顯示台灣生產力成長的主要因素乃是效率改善,而非技術進步。
The objective of this research is to measure the productivity of the world’s top 30 pulp and paper producing countries, including Taiwan, over the period 1991-2000. We calculated the Malmquist productivity index by using the nonparametric-frontier approach, and decomposed the index into two components: technical change and efficiency change. Empirical results showed that the productivity change of pulp and paper industry in the world ranged from Korea’s -0.9% to Japan’s and Canada’s 2.4% over the sampled period. The Nordic nations (Finland, Norway, and Sweden) recorded 1.4%-l.6% improvement in performance. The productivity of Taiwan’s pulp and paper industry increased by 1.4%, which was better than most emerging economy. The results also showed that Taiwan’s productivity growth was attributed more to efficiency change than technical change.
