摘要

近十年來，地方與全球化發展的直接連結與互動關係，使得地方發展與城市治理議題受到重視。各地方政府角色日益重要，肩負地方經濟發展的重要責任，科技產業、文化政策、觀光發展、不動產開發等成為各地方回應全球化影響的重要策略模式。然地方自主能力的提升，並非表示國家功能的不重要，在調節理論的論述中，國家在整合社會調節模式的過程中，仍扮演一個不可或缺的核心角色，是國家制度形式的一個最終保證者。本文，在地方發展為核心討論議題下，以調節主義為分析架構，嘗試解析台灣國族國家層次的社會調節作用，其所形構的地方發展氛圍，以及所造成的不均衡空間發展情形，指出各縣市地方發展的條件與機會，仍然受到來自國家的調節和策略作用影響。這些外在結構影響因素，與內部自主力量的推升與制度環境的建構，同是各縣市地方發展需要重視的元素。

In recent decades, local development has been directly linked to the globalization. City governance and local development become importance issues. The responsibility of local government, hence, has been highlighted on the economic development to respond the global impact through strategies of high-tech industry, cultural policy, tourism, and real estate. In the Regulation theory, the state, however, still plays a key actor to coordinate resources in the process of social regulation and to guarantee the state institution For exploring influences of the state regulation on the local development, this paper tries to discuss the advantage of local development and uneven spatial development in Taiwan in order to explain results of state policies and its dominations. The findings point out the local further development should have a positive attitude to concrete local resources and to construct institutional environment, as well as emphasize an external support (or influence) derived from the state and the global competition.
