中華民國公務人員培訓制度之研究:以公務人員保障暨培訓委員會為例

摘要


保訓會兼具保障暨培訓兩種功能,又兼具準司法及行政決策之性質,在隨政黨政治輪替、行政中立日益重要之時空背景下,保訓會益有研究之必要。 本文第一部分探討公務人員培訓制度之本質在於提升公務人員之能力及其目標在於組織績效提升。第二部分論述各民主國家之法制及經驗比較。第三部分言保訓會之組織及職權。第四部分論述保訓會之培訓制度及其運作。第五部分經由西方民主國家之法制及經驗檢視我國保訓會之培訓功能。

There are two functions of Civil Service of Protection and Training Commission, the characteristic of Civil Service of Protection & Training Commission is quasi-judicial and administrative policy-making. Under the situation of party take-turns and administration neutral, the study of Civil Service of Protection and Training Commission will become quite important. The focus of this study will be divided into five parts of this paper: The first part, discussing the nature and goal of civil service training system, promoting the ability of civil service and organization performance. The second part, talking about the comparison of the legal system and empiricism in the primary democracy nations. The third part, talking about the organization and limits of powers of Civil Service of Protection & Training Commission. The fourth part, discussing the training system and operation of Civil Service of Protection & Training Commission. The fifth part, from the legal system and empiricism of west democracy nations, appraising the function of Civil Service of Protection & I Training Commission in R.O.C.
