都市流動危機的論述與現實-台北“交通黑暗期”的分析

The Reality and Discourses of Urban Flow Crisis: An Analysis of the "Dark Age of Taipei's Traffic"

摘要


本文是關於台北市交通黑暗期的論述分析。由流動這個概念出發,本文意圖對現階段的都市交通危機做不同於運輸專業論述的考察,透過關於交通黑暗期的種種論述和現象,探索流動的社會文化意義。 本研究首先回顧交通黑暗期的歷史與結構性成因,反省交通政策、規劃與專業論述的性質與交通危機的關連。其次提出都市流動危機的四個層面:街道的經濟危機、交通的理性危機、街頭的正當性危機與流動的動機危機,以捕捉現階段交通危機的意義和影響,並且就相關論述的分析來發現各社會群體,尤其是官方對應危機的方式,以及這些論述的可能效果。 根據本文的分析,交通論述在公共領域裡既競爭又聯合的主要作用,仍是在確認交通的供需和管理危機的同時,以其優越的發言地位掌握了交通危機的解釋權,將街頭的正當性危機化約爲理性問題,因而在軟化流動議題的顛覆潛能上也有一定的效果。

As a discourse analysis of the ”Dark Age of Taipei's Traffic”, this essay aimed at an examination of urban traffic crisis in ways different from professional discourses of transportation to make explicit the social and cultural meanings of flow. After examining the historical conditions and structural causes of the ”Dark Age of Taipei's Traffic”, I interpret the four dimensions of urban flow crisis with concrete examples: economic crisis of street, rationality crisis of traffic, legitimation crisis in the street, and motivation crisis of flow. The influence and meanings of Taipei's urban flow crisis are then discussed. According to my study, the major effect of simultaneously conflicting and allying traffic discourses in the public sphere is the transformation of legitimation crisis into rational problems; while confirming the economic and rationality crises, the overthrowing potential of urban flow crisis is dissolved. Occupying dominant positions in public opinion-shaping, these discourses not only define and interpret the ongoing crisis but also shape the everyday moving experiences of people who participate involuntarily in the stream of urban flow. Finally, I propose a theoretical and sociological study of transportation and flow as a new horizon for a better understanding of past and contemporary society.
