寫在下一次空難之前

Writing before the Next Air Mishap

摘要


歷來全球空難促成因素,百分之七十以上皆係人爲因素所致。文中列舉國內外重大失事案例之慘痛經驗,經檢討、分析、歸納所得之教訓,娓娓道來令人醒思。今後若能要求紀律、加強心理教育、落實訓練等多方面之預防措施,則消彌減低空難並非不可實現之夢想。 我國高失事率之原因,主要有以下三點:一、缺飛航安全專責機構:二、飛航專業人員未受重視;三、飛安預防工作投資不足。寄望我政府及民間單位,應秉持防患重於善後的思考邏輯,不吝花費預防空難的錢,而應先成立飛安專責機構,網羅優秀人才,作有計劃地培養訓練。

From time immemorial, the main cause that brings about universal flight accidents, above 70% is cause by human factor. This essay lists out tragic and painful experiences of domestic and international mar airliner mishaps, for discussions, analysis, summing up the consequences and teachings, tireless speech makes one realize and think. Form now if it is possible to request for discipline, increase psychological evaluation, implement training and take different steps for prevention, it is not an impossible dream to remove and lessen flight accidents. There are mainly therr points which are the causes of our country's high accidents rate: 1. Shortage of flight safety specialised organizations; 2. flight specialist staffs not fiven importance; 3. not enough investment for flight safety and prevention work. Hope our govermment and civil units, hold to the logic that prevention is more important than thimking of the after effects, should be willing to spend money for prevention of flight accidents, also must first set up flight safety specialised organizations, gather talented peole and make plans for training.
