摘要

輔具租賃服務符合世界環保潮流趨勢，滿足失能者短期使用輔具以及頻繁更換輔具類型之需求，是國內發展長期照護產業重要環節。本研究乃財團法人金屬工業研究中心執行經濟部「照顧福祉器材創新服務系統」之服務型科技專案計畫之一部份，由輔具租賃服務端現況調查配合消費行為分析解構國內輔具租賃服務產業之生態系統。本研究立意取樣臺灣各地區輔具專業人員5名以及輔具租賃業者1名進行輔具租賃服務之深入訪談。研究結果發現在輔具服務現況方面，我國政府目前雖有各項輔具補助方案，然而對於輔具租賃或二手輔具再利用的部份之策略規劃尚屬初期。根據文獻回顧以及現有輔具租賃中心訪談結果得知輪椅和電動床是民眾租借相當踴躍的項目。本案依生態系統理論分析輔具租賃之消費與供應雙方面之行為模式，整合提出輔具租賃服務供需關係生態系統圖。根據系統架構提出大系統與微系統等兩個層面的分析、發現四大落差，再根據四大落差提出服務端之改善建議，盼能有助於國內輔具租賃產業之發展，提昇產業競爭力。

Assistive device rental service is in line with the world trend of environmental protection to meet the needs of short-term user or those in need of frequent replacement of assistive devices. With population aging, the assistive device rental service is an important part of the domestic development of long-term care industry. This report is a part of a service-oriented technology development program supervised by the Ministry of Economic Affairs and executed by the Metal Industries Research & Development Center. The purpose of the program is to investigate the supply and demand of assistive device rental service by analyzing the supplier behavior. Five therapists specialized in assistive technology and one supplier of a nation-wide distributor of assistive devices were interviewed and the results were analyzed qualitatively. The results were analyzed based on an ecological systems framework. The study results revealed that despite of the existence of a variety of aids subsidy governmental programs, leasing or reused assistive devices are still in its infancy of development. Currently, wheelchairs and electronic hospital beds are the most popular items of loans. Ecological systems analysis of the results revealed four major gaps between supply and demands of the assistive device rental service. These gaps in product, price, promotion, and distributions were discussed and strategies to alleviate these gaps were suggested. The findings and suggestions of this article might be useful to facilitate development of assistive device rental service for the long term care system and care of the disabled population.
