本文以人力資源管理及教育證照的思維,針對地方政府國民教育輔導團輔導員建構一套進階制度,共分成儲備、實習、初任、進階、資深、師傅及顧問級等7個等級,實務上可依實況酌減級數。教育證照則有行動研究初、中、高級,影音多媒體電子書,課室觀察能力初、高級等證照,而培訓課程及證照或證書的頒發,主要以能精進教師課室教學能力者為限。 本制度在建構之時,同時參酌實務經驗及觀察,納入公平理論及正義原則的哲學觀念。期望此具專業發展性制度之實施,除了能精進輔導員課室教學的專業知能、解決課室教學問題的能力、提升輔導員專業形象之外,最終的目的是能透過輔導員到校輔導,轉介上述的專業知能,讓課室場域的教師達成有效的教學,進而提高學生的學習成效。
According to the concepts of human resources management and educational license/certificate, this article constructed an advancing system for local governments' Compulsory Educational Counseling Corporations, which divided into 7 grade, naming preparing, practicing, junior, advanced, power, mentor and consultant. Educational certificates included junior, middle and senior action research ones, video-audio multi-medium book making ones, junior and senior in class observing ones. The curriculum of training and giving of educational license/certificate were limited to those which could improve teachers' teaching capability or effectiveness. In constructing the system, the author considered the principle of practical experience and observation, took account of equity theory and justice principle. Expecting after this system be executed, it could not only improve counseling corporation advisors' teaching professional knowledge in classroom, ability of solving teaching problem, raising professional impression, but also improve the effect of students' learning in the end by the way of advisors' reaching school counseling, introducing the professional knowledge of teaching.
