透過社區大學,台灣民眾可進行內在反省,並藉由發展及培養民脈,尋求更為草根性的意見及力量而重建新價值或新文化。社區大學的推動期能藉由文化及價值觀的重塑,導引台灣進入真正公民社會的範疇。因此本文以「以公民社會角度論社區大學的發展」為題,首先瞭解公民社會的理念與發展,暨能得知社區大學在建構公民社會的過程中扮演的角色。再者,分析社區大學產生的背景與理念,並與國外相關機構作一比較,然後瞭解台灣公民社會的發展,最後對社區大學如何協助台灣建立公民社會提出具體的六項建議:公民意識的喚醒、公共論壇、社區參與、批判思考能力的培養、策略聯盟及參與政府民問活動六大途徑。最後對社區大學提出省思,並綜以結語。
By means of Community University, the inner reflection is undertaking in Taiwan. It can be viewed as an opportunity to reconstruction of new value and new culture. The foundation of Community University manifests the significance of era. By reshaping culture and value, the movement of Community University will direct Taiwan toward genuine civil society. This thesis picks ”From the point of Views of Civil Society to Discuss the Development of Community University” as topic. The objectives are to explore the concept and development of civil society; to analyses the background and ideal of Community University; to compare Community University with the similar institute abroad; and to recognize development of civil society in Taiwan. After examining concepts, background, and development of Community University, the author brings six pragmatic suggestions including: awareness of civic consciousness, public tribunal, community participation, enhance of critical thinking capability, strategic coalition, and involvement in activities.
