This review analyzes the main factors influencing the 2004 legislative election and the implication of the outcome, and points to some of the possible future developments from these implications. The author points out that the main reason that affects the outcome is the agenda set during the campaign process deviated from the people’s needs. This result also puts President Chen’s second term in a difficult position, having to face pressures from his own party, opposition parties, as well as the international society at the same time. Also, the apathy shown by the voters from the historical low turnout is a warning sign worth noticing by all parties.
