在全球化浪潮的發展下,非國家行為者(NGOs)的重要性逐漸提升。其中,非國家行為者的成員日趨增多也日益複雜。除了傳統主權國家外,這些非國家行為者亦成為國際事務中的重要參與者。本文試圖探討全球化趨勢與非國家行為者之角色,接著,透過結合「性別主流化」政策(Gender Mainstream)之內容,介紹「跨國倡議網絡」的發展脈絡與行為者間之互動與議題。隨著非政府組織之數量與功能變得多元,我們必須透過跨國倡議網絡之發展來理解女權運動。再者,「性別主流化」政策也將是本文研究的主要核心。因此,我們可以藉此檢視「性別主流化」政策在跨國倡議網絡發展下的互動模式。
Under the development of globalization, the importance of NGOs increases gradually. Besides, the members of NGOs get more complicated as well. In addition to traditional sovereign states, more and more NGOs have become major actors in international affairs. This article aims to discuss the trends of globalization as well as the roles of these NGOs actors. Then, it introduces not only the developmental context of ”International Advocacy Networks” but also the issues and interactions among actors by combining the policy of Gender Mainstream. As the numbers and functions of NGOs have been multiplied, we have to analyze the Feminist Movement through the development of ”International Advocacy Networks”. Furthermore, the policy of Gender Mainstream will also be the key issue of this article. As a whole, this article examines the interactional model of Gender Mainstream at the presence of the ”International Advocacy Networks”.
