摘要

國際海事組織（IMO）在1993年11月IMO大會採納A741（18）決議案，通過「國際安全管理章程（ISM Code）」，並於1994年5月之海事安全委員會第63屆會議決議納入海上人命安全國際公約（SOLAS）第IX章，使其具有強制性效力。該章程主要係仿效國際標準組織（ISO）所建立之品質管理與認證標準制度，將作業標準化、文件化與程序化，並將過去船舶安全管理從設備、技術及對船長責任要求，延伸至船東、船公司，確保公司任何決策都能考量安全與防止污染，以建立海運安全管理制度。本研究主要內容為與國際安全管理章程（ISM Code）調和、彙整ISM風險評估作業準則，以及先進國家及我國ISM風險管理實務狀況、探討實務應用問題、比較分析我國與先進國家之執行差異，進而研擬ISM風險管理技術指南與相關範例樣本文件，以及臺灣執行ISM風險管理之強化方案，期能增進航行安全，提升臺灣航運競爭力及航安環境。

research is to harmonize the ISM code. Through collecting guidelines on risk management specified in the ISM code and the practices employed by both our country and international ones, studying practical issues and comparing differences, consequently we can establish the related modeling documents for the ISM risk management system and technical standard, and propose recommendations for effectively implementing risk management specified in the ISM code. The efforts are beneficial for our marine community to meet the international requirements. We can also enhance the ship navigation safety and promote the potential of shipping competition and safe navigation environment in Taiwan.
