According to the ”Disaster Prevention and Protection Act”, township is at the lowest level of the three-tier architecture for performing hazard prevention and mitigation tasks. It can be found that techniques, experience, manpower, and financial resources for performing such tasks at this level are crucially needed to strengthen up the whole architecture. By conducting interviews and an extensive questionnaire survey to the personnel at that level, this research analyzes difficulties in performing such tasks and consequently proposes corresponding suggestions and strategies for remedying such difficulties. Conclusions of this research are deemed to be helpful in promoting the capabilities of disaster prevention and protection at township level.
