臺灣鐵路刑案之探討

摘要

鐵路警察不同於地方縣市可利用地緣關係或治安顧慮人口等方式作為偵辦犯罪利器，面對特殊的治安環境如何運用有限的資源達成維護鐵路治安之任務，是一個值得深思的議題。本文藉由相關文獻探討及鐵路常見之刑案進行2005-2014年的刑案統計數據資料進行縱貫面和橫斷面的犯罪分析。比較鐵路警察與一般縣市警察轄區之治安環境與刑案發生之異同。並對現行鐵路警察刑案處理作為，以犯罪學內之日常活動理論分析其策略理論基礎與功能，最後，本文就現行鐵路警察局所面臨的治安特性做結論。

Differ from the local government based police bureaus which can investigate crime cases by using geopolitical relations and security concerns populations, it should be discussed that the methods to investigate criminal cases for railway police bureau facing such special security environment. This study discusses the security or safety maintenance of the railway through the relevant literature, then uses longitudinal and cross-sectional way to analyze criminal cases statistical data on Taiwan railway counting by the National Police Agency of Railway Police between 2005 and 2014. Moreover, this study compares the similarities and differences of security environments and criminal cases categories between the railway police and general jurisdiction of the county police. Besides, this study analyzes the criminal cases treatment behaviors of the National Police Agency of Railway Police by using Routine Activity Theory. Finally, This study make a conclusion that the characteristics of order the railway police bureau facing.
