本研究主要是在探討專業證照與身心障礙者就業服務的歷程,並以桃竹苗區就業服務中心的建制為例。先以專業觀點的過程論來檢視就業服務專業證照的發展過程,再依新管理主義的脈絡去檢視專業證照和身心障礙者就業服務間的關係。而後,透過文獻分析及深度訪談的方式來了解:身心障礙就業服務的專業證照建構之過程、就業服務員因應建構的就業服務之歷程的轉變、並對未來身心障礙就業服務專業證照提出建議。 研究發現為(一)目前身心障礙專業證照的建制將會落入第三階段-即專業結社的出現,(二)新管理主義是公部門用來促進身心障礙者就業服務績效的策略之一,並透過準市場和購買式服務的概念來達成服務的輸送,但在就業服務不是只有強調效率的結果下,一方面藉由教育訓練和督導制度來提昇服務人員的專業知能,而後再引入專業證照的制度設計來改善並強化其服務的品質。
This research main purpose is intended to understand the progress on license and the employment service for the disabled : a case study on the governing mechanism of the Employment Services Center,Taoyuan-Hsinchu-Miaoli Region. First, based on Wilensky(1964) professional perspective to examine the progress on license, then, by the neo-managerialism to survey the realation between the license and employment service of people with disabilities. Two methods are used in the collection of research data: literature review and depth interview. The findings of this study: Firstly, the progress of the license is in the third phase. Secondly, the administration uses the neo-managerialism to make a good performance in the employment services, and also makes a delivery system by quasi-market and paying the fee for services. Efficiency is important to the employment service for the disabled, however, the quality is significant above all. So, the administration inject the license into the employment services for the disabled.
