全球化下的大都會衍伸區帶之發展與轉變—以2000年台灣西部走廊為例

摘要

台灣的歷史背景脫離不了殖民者所留下的影響，也因為特殊的被殖民經驗以及後續特殊的政治背景，觀察台灣的都市發展過程變得相當有趣。在殖民者留下基礎建設的基模之後，接手的國民政府為了政治因素考量，也為了從經濟上取得國際地位，都市發展軌跡跟隨經濟政策，成為產業結構帶動區域態勢。本研究立基於都市的發展過程受到全球環境、國家政策、歷史脈絡等複雜因素影響，以學者T.G. McGee所提出的亞洲都市發展理論：「DESAKOTA」(都市鄉村混合型區域)以及EMR(Extended Mega-urban Region：大都會衍生區帶)，檢視台灣西部走廊的都市演變過程，因著全球化作用力與在地獨特時空因素所產生的城鄉混合型態中，所謂大都會衍生區帶的發生過程與變化。

在研究過程中，除了回顧歷史對於西部走廊的影響過程，也使用相關統計資料帶出產業結構及人口流動的演變。除此之外，使用地理資訊統呈現出各項目的位移變化，較之文字敘述更一目了然。研究內容首先回顧台灣的都市發展歷史軌跡，並探討「DESAKOTA」(都市鄉村混合型區域)形成的過程；在經濟起飛，遍佈西部走廊的工業區帶動產業發展之後，整體經濟如何影響都市成長，造成EMR(Extended Mega-urban Region：大都會衍生區帶)現象。本研究使用此不同於西方傳統都市發展理論之用意，即在於更準確的架構出台灣西部走廊都市發展及演變過程，並討論都市快速發展之際，期盼與全球化接軌的國家政策發揮何種影響力，都市自身如何因應全球化與在地化的辯證；而產業結構轉型之際，勞動力的流動如何為都市及周邊區域帶來消長轉換。

除了確定「DESAKOTA」(都市鄉村混合型區域)在台灣形成並存在之外，針對大型都市所發展出的EMR(Extended Mega-urban Region：大都會衍生區帶)現象，
也觀察到在台灣發生的過程，以及北部、中部、南部三個區域略有不同的發展型態。

Abstract

The historical background of Taiwan can not break away from colonist's influence left, because the special one is colonized the political background with special experience and follow-up too, become quite interesting to observe the Taiwanese city evolution. After colonists leave the base mould of capital construction, the national government taken over considers for the political factor, in order to make the international status from economy too, the city develops the orbit and follows the economic policy, become industrial structure and drive the regional situation . It is influenced that this research sets up the evolution based on city and receives complicated factors , such as global environment , state policies , historical train of thought ,etc., the scholar T.G. McGee put forward develops the theory: ' DESAKOTA ' (the village mixing type area in the city ) and EMR (Extended Mega-urban Region: Take in the deriving area of big city ), the course that inspect the city of the corridor of the west of Taiwan and develop, because globalization effort it is unique for space-time the factors since and not at ground mixing type the attitudes not in urban and rural areas that produce , the course and change take place in the ones that take in the so-called deriving area of big city .

In the course of studying , except review the history influence course to the western corridor, use the relevant statistical data to take out of the development that the industrial structure and population flowed too. In addition , use the geographical information interconnected system to demonstrate the displacement change of every project, narrate very more clear compared with the characters. The research contents review the city developing history orbit of Taiwan at first, and probe into the course of taking shape of ' DESAKOTA ' (the village mixing type area in the city ). In economic take-off, after spreading all over industrial areas of western corridors and driving the industry to develop, how whole economy influences the city to grow up, cause EMR (Extended Mega-urban Region) phenomenon in the deriving area of big city . This research uses this to be different from purpose that the traditional city in the west develops the theory, namely lie in more accurate structure issues the corridor city of west of gulves and develops and develops course, and while discussing the city fast development , expect which kind of influence power the state policies integrated with globalization are given play to, city how is oneself because of with dialectical in melt in conformity with globalization. And when the industrial structure makes the transition, how the workforce's flow brings growth and decline to change for the city and peripheral area.

Except confirm ' DESAKOTA ' (the village mixing type area in the city ) taking shape and existing in Taiwan, direct against large-scale EMR developed out of city (Extended Mega-urban Region) phenomenon in the deriving area of big city. Observe the course of happenning in Taiwan , and the north , middle part , slightly different development-oriented attitudes of three areas of south too.
